Taiwan's AI Action Plan 2.0: Pioneering the Future of Artificial Intelligence

Taiwan, known for its technological advancements and innovation, embarked on a new chapter on April 7th, 2023, with the unveiling of its ambitious "Taiwan AI Action Plan 2.0 (2023-2026)". This comprehensive roadmap sets the stage for Taiwan's continued journey towards becoming a global AI powerhouse. Building upon the success of the previous "Taiwan AI Action Plan 1.0 (2018-2021)", this strategic initiative seeks to leverage the expertise of industry, academia, and research experts to unlock the full potential of AI in Taiwan.

One of the key highlights of Taiwan AI Action Plan 2.0 is the establishment of an AI Development Advisory Committee comprising eminent professionals from various sectors. Together, they will spearhead efforts to enhance Taiwan's AI ecosystem, with the goal of surpassing a staggering NT$250 billion increase in software and hardware value. Furthermore, Taiwan aims to secure a spot among the top three global leaders in specific AI chip domains, solidifying its position as a driving force in the AI industry.

The plan also encompasses Taiwan's participation in the Global Partnership on Artificial Intelligence (GPAI) as an observer, which will further bolster the nation's influence and facilitate collaborations on the international stage. By actively engaging with GPAI, Taiwan aims to contribute significantly to the advancement of global AI standards and frameworks.

The "Taiwan AI Action Plan 2.0" is structured around five main pillars: talent optimization and expansion, technological deepening and industrial development, operational environment enhancement, international influence elevation, and addressing societal challenges. This comprehensive approach integrates seamlessly with Taiwan's "5+2 Industrial Innovation Program" and aligns with forward-looking infrastructure initiatives. Together, these initiatives aim to promote the widespread adoption of smart technology applications and services across various sectors.

During the previous "Taiwan AI Action Plan 1.0", the government invested approximately NT$40 billion to cultivate over 33,000 AI professionals, resulting in significant progress. Nearly half of all Taiwanese enterprises have already implemented AI technologies in their operations, driving productivity and efficiency gains.

Taiwan AI Action Plan 2.0, however, goes beyond just economic development. It places a strong emphasis on addressing societal challenges through AI. By employing AI in innovative and practical ways, the plan aims to tackle pressing issues such as labor shortages, an aging population, and achieving carbon neutrality. Through rigorous experimentation and empirical approaches, Taiwan seeks to leverage AI as a transformative tool in these critical areas.

In line with its commitment to responsible AI development, Taiwan intends to establish an AI evaluation center to ensure ethical and accountable practices. The government is also proactively developing AI-related legislation, including guidelines and regulations, to evaluate and refine existing legal frameworks. Specific sectors such as healthcare, transportation, and finance will also be subject to legislation to ensure the responsible and ethical deployment of AI technologies.

To further strengthen the governance of AI in Taiwan, a "Basic Law on Artificial Intelligence Development" is currently under development. Government officials, in collaboration with relevant departments, including the National Science Council, Ministry of Digital Affairs, National Communications Commission, and Ministry of Culture, are engaged in thorough discussions on topics such as AI-generated content and AI ethics.

In summary, the "Taiwan AI Action Plan 2.0" is poised to catapult Taiwan to the forefront of global AI innovation. By nurturing talent, fostering technological advancements, improving the operational landscape, and actively engaging on the international stage, Taiwan is charting a path towards a future powered by artificial intelligence
